Would you recommend a letter of authority or an affidavit of fact from an LLC owner who has allowed his LLC to be administratively dissolved, and it has assets coming to it, which he wishes to claim.

If an LLC has been dissolved, it does NOT exist, and it would be fraud (probably criminal) for the LLC owner to receive property on behalf of a non-existent corporation. The owner should see a lawyer to determine a course of action.
