Can a retailer in the state of Georgia require that a customer give them their drivers license number and expiration date for a purchase if they customer is paying by credit card??

The simple answer is no, as that is most likely a deviation of their merchant services agreement with the credit card company. Unfortunatley, though, you most likely don't have a viable cause of action.
They most likely can require it, if the customer wants to do business with them. Whether that is a breach of the business' contract with the credit card issuer (and it may very well be) is generally between them and not the customer. It is not unfortunate that the customer does not have a legal claim. Just the opposite, since the customer has no damages whatsoever, and is not a party to the breached contract.
