Legal Question in Business Law in Georgia
What rights do I have if I got a car from a dealer and weeks later they tell me the loan never went through? I need to return the car but I put 7000 down. I also got a starch on the side on the door. How much of my money can I except back. They are telling they dont know how much I will get back and they wont work it out until I return the care. I worried about returning the car and they dont want to give me my money back after they get the car.

I hate to give you the bad news, but you did everything wrong when you bought the car. It is always a mistake to take a car with you until you are approved for financing, and it is usually a mistake to finance at a dealer, as you will pay extra interest in most cases.
In the future, you go to your bank, credit union or finance company, get preapproved in writing, and THEN go car shopping. If the dealer can beat your preapproved rate and get it okayed, fine, but otherwise you have the deal and the cash.
Since you used and damaged the car, you will owe the dealer money. Your sales contract says how that is calculated. Additionally you are lucky they just want the car back. Many contracts require you to make the purchase even at worse terms.
You do at this point need to return the car, but don't hand them the car until you have, in writing, paperwork that rescinds the deal, AND their check for the money. When you get that check, run to their bank, as these days some dealers are in financial trouble and bounce checks.
