Salary cut
Can a company make salary cuts without written consent? Do they have to give a written notice?

Unless the employee has a contract, the employer can do whatever it wants (as long as it doesn't violate some law, e.g., Minimum Wage), including firing the employee.

You can certainly make an argument that you should get notice immediately before the pay period in which the change is made, OR if you have a contract that has provisions regarding salary and notice, but otherwise, an employer is generally required only to pay minimum wage and can make changes as they see fit.
