I'm going to sell ebooks online do I need home business license and if I do how about the county business license ?

That depends on your city and county ordinances and zoning. You also have legal issues to address as to selling on the web. You'll want to sit down with a lawyer in your city who handles business law.

I'm not aware of a "home business license" unless it happens to be required by some kind of HOA/POA rule or local ordinance. However, you will need a business license from either the city or the county where you reside, depending on whether you are in the city limits or not (and assuming the city provides licenses).
