I'd like to know what set of laws rules or regulations govern the marketing of (marketing services) to, for and by attorneys in the state of Georgia in particular Atlanta.

Your post is too vague/general to answer so you'll have to explain it. Most attorneys market their services in some way to the public. I'm not sure what you mean by marketing services "to, for and by" since that is three separate things and what service is being marketed and by whom. If you explain that in your reply, perhaps I can respond.
