i signed a non-compete form 7 years ago(state of georgia) and since have heard the laws have changed. is my non-compete still valid?

Regardless of how the laws have changed, or what laws apply to your agreement from 7 years ago, no one here has a copy of your agreement so there is no way to give you and answer. Take it to a qualified lawyer for a review.
Since no one here has read it there is no way to answer you here. You would need to have a lawyer review it. Many non-compete clauses are valid now. Some are not. The costs to review one are minimal. Feel free to call me for an appointment if you wish to have it looked at (404-768-3509).
The new law would not apply to your agreement since it was executed before the law went into effect. So, whether it applies depends on the language of the agreement and the previous laws.
