Wages without notice of resignation
My place of employement threatens their employees that if they do not give and follow throught with a two week notice of resignation they will be paid minimum wage for the last two weeks that they work. I was wondering if this is legal, and what is the criteria?

It depends. If the employer has put this policy into writing or if it otherwise becomes a part of the employment agreement, they might be able to claim that they are entitled to pay only minimum wage for the last two weeks. However, if the policy is not part of the employment agreement, they probably cannot because the person would have already performed the work at an agreed salary, hourly rate, etc. but would be docked without notice. This policy puts employees in a tough situation, unless the company always allows an employee to work out his/her two weeks' notice. Sometimes, companies will fire employees on the spot when the employee gives a two week notice, and, absent some contract or policy of the company to the contrary, this is perfectly legal (although, I think, morally reprehensible).
