Witholding pay from emplyee who was arrrested

I work for a small construction company. One of our employees was arrested which resulted in his not being able to keep a business flight. The company had to eat the cost of his ticket and the owner wants to withold that amount from his last paycheck (he lost his job beacuse of this).

Is this legal?

Employees may withhold amounts for sufficient reason, but the employee may bring a suit against the employer if (s)he feels that the money was improperly withheld.
