my car dealers sold me a car with out a emissions i went to jail behind this car now they wont they car back how do i get paid for my time being in jail and my down payment back because he never suposes to sale me the car with out the emission

You left out way too many details to fully answer you.
If the dealer sold you a car without emissions, you had a right to seek a criminal warrant against the dealer, and probably to void the sale. You can likely sue for return of the downpayment and to rescind the sale.
If you however chose to drive a car without registration, and it sounds like you did, that was your choice to commit a crime, and you can't sue for going to jail as that part was your fault.
