Legal Question in Civil Rights Law in Georgia

corrupt police investigator

I filed a police report with dekalb county on a forgery case. Its been a month and I had gotten no response, when I called the detective last night, he informed me that the case was closed. I asked how could it be closed and these people filed a fraudently document (power of attorney) with the county and used it to gain credit reports of my father, take money out of his savings account and get medical records. He simply said, i've spoken to them and they're not using it anymore. Thats beside the point. These people need to be proscuted so that I can receive justice. I am my fathers power of attny and have been since 2001, my father has Dementia. On Sept 21,2004 my brother and his wife filed this false power of attny, my father didn't sign it. How can I receive justice?
