Legal Question in Civil Rights Law in Georgia

I wish file a constitutional, civil rights challenge regarding privacy. I know in U.S. court it would be a 1983 action. How do I do this in a Georgia court? Any O.C.G.A. cites would be helpful. I'm not seeking damages but want to challenge the marijuana laws. The only case I can find is Blincoe, a crinimal case.

I think I have standing as I am accepting a deal in criminal case, but think I have to do this a civil case and in a Georgia court because privacy in GA is different from US rights.

This is not the place to get your research done for you, and instructions on how to file a case. If you have to ask, it is pretty clear evidence you need a lawyer. Even if you had the best case ever (and from your post, you certainly do not), you would likely lose without a lawyer because you don't even know how to take the first step.
