The short answer is, no, they cannot make you take vacation days just because you cannot attend the meeting. On the other hand, I think there might be a misunderstanding here. I suggest that what was actually said was that if you wanted to be paid for those days, you would have to use your vacation days. Tell them that you do not expect to be paid for the days that the office is closed for the meeting and I feel confident they will not require you to use your vacation days.

Respectfully, I must disagree with Mr. Reisman. If the company dictates that you must attend the meeting or use vacation days, you need to take one of their options, if they will not agree to let you miss the meeting without using vacation days. A company does not have to allow an employee to take off time from scheduled work activities, whether paid or unpaid (unless some specific law, such as the Family and Medical Leave Act, applies).
