Legal Question in Civil Rights Law in Georgia

My husband was arrested for public fighting; affray (which is a state arrest) however his arrest was from TIPD (Tybee Island) and his bond was set by the Municipal Judge.

Can a municipal judge place banishment as a condition of his bond for this charge?

How many times can the other party not show up for court before it is dismissed or bench warrants are issued?
