Legal Question in Civil Rights Law in Georgia

Hi my name is Julie. I pay a site called neopets I pay for premium the paid service. I pay every April was charged on April 16th of this year. In June they changed e wallet providers the paid service of nc and premium has not work correctly. on Oct 20th I was kicked from premium service for around 5 hours. Since then my premium account has not work correctly . I have asked the staff their to help me by email and by tickets ( its way to report a problem) my tickets and emails go un answered. My questions is Neopets breaking any law by taking money and not offering the service you pay for or won't help paying customers ? Is their something could be done? I know its just a game and might not be important to a lawyer. its important to me. See I am disabled and pay for premium with my ssi money . I would just like advice . If i have to pay you for answer I cant do that. thank you for your time. Is this Fraud what neopets is doing ?

Send them a certified letter, return receipt requested with the details of your complants and copies of all tickets and emails relating to those complaints

Make a copy of everything you send them including you letter
