can a former landlord sue tenant if the property has been foreclosed?

You didn't indicate what the landlord would be suing for, but generally, a landlord can sue a tenant even if the property has subsequently been foreclosed on.

A simple answer is maybe. For the most part the ability to sue (and to win) would be very dependent on the facts. Currenlty your question does not provide enough facts to make an intelligent response. Your best bet is to consult a local attorney and provide the facts surrounding the issue.

Generally, the obligation to pay rent is based upon a contract or agreement that the tennat has with the landlord and is premised on the landlord providing a residence for the tenant. So to the extent that the landlord provided you property you will usually be obligated to pay rent for your use of the property to the landlord.
