Legal Question in Civil Rights Law in Georgia

what legal standing does a personal, with no collateral to back it with, have in court ? where can i go to find some answers for this questions ? i am not actually sure if "Civil Rights Law" is right or not but if you could steer me in the correct direction I'd apprecaite it
