Legal Question in Civil Rights Law in Georgia
My neighbors went to the BOD in my HOA and said they don't like me blowing leaves off my driveway. Never said a word to me. There is nothing in the HOA documents or county ordinance preventing me from doing this. So they have been throwing trash in my yard, and killed some grass in my front yard. Everytime I go outside the house to do yard work, they come outside and talk to the other neighbors in an attempt to make me feel uncomfortable. Can I file harrassment charges against them? If so, how do I do this? Do I need to put out cameras to catch them and tape their conversations? What can I do to catch them in the act? Can this be used against them to press charges?

If I have this correct, you don't like the complaints that you are making noise with your leaf blower and think it is "harassment" but you believe you may be able to file charges because neighbors are having conversations ... on their private property (or public property)? With cameras "catching them in the act" of .... talking to each other??
