Legal Question in Civil Rights Law in Georgia
I have received verification that a local city police officer pulled an unauthorized background check on me for personal use. The GBI is currently investigating and the criminal case should be turned over to the local district atty soon.
Next month will mark 6 months that the background check was pulled. I have been told that I only have either 6 or 12 months, from the date of the offense, to file notice with that city that I plan on taking civil action against them and their officer or I will loose the opportunity to do such. Is this correct and which is it?

You have already waited way too long to see a lawyer. See one YESTERDAY. Waiting until near a deadline means no good lawyer will have time to prepare a case. I know yesterday is impossible, but take a day off work tomorrow and hire a good lawyer.
