recording a phone conversation
is it legal or ilegal in the state of georgia to record a telephone conversation?

It depends on the circumstances. If you are in a two party phone call, then generally you may, as a consenting party, record that conversation.
However, the recording or intercepting of a phone conversation of others in a conversation that you are not a party to, is probably wiretapping, a violation of state and federal law.
