Legal Question in Civil Rights Law in Georgia

Heres the situation for easter my husband gave me a 3 day old goat about 3 weeks later a neighbor called code enforcement to report me for having a goat in city limits at that time my goat was placed with a friend for a few days because the code officer was not sure of any ordinances for goats he indepthly reserched the matter and told me that there was no ordinances against me having my goat now about 8months later today the code office knocks on my door to tell me that the neighbor has again complained about my goat this time he went to his friend the mayor and that all of the sudden an ordinance apears dateing back to 12/1/08 but know one knew about it or could find it because it was never filed or reporter it also states miniture goats not full size goats and mine is a full size goat(nubin boar mix) can they still force me to get rid of my goat?
