summons in a civil action
I was served, with u.S. District court with a civil action. It says you are hereby summoned and required to serve on plantiff's attorney and answer to the complaint with in 20 days, how do i answer to that?

You need to do just that--file an answer the complaint within 20 days of service. I would caution that federal court has many more pitfalls than state court, and it is not easy to navigate withut an attorney.
