Gambling or not gambling?
I am putting a business plan together to build a webpage where users can play chess online.
And also further like to run competitions online to where daily winners are rewarded with money prizes
At what point would such an activity be considered gambling?
I understand poker or casino like games may be considered gambling but will a game of brain like chess be considered gambling if it is played online and winners are rewarded with cash payouts. Will this be against any federal or state laws?

Gambling is generally considered any situation that affords the player an opportunity to obtain money or other thing of value when the award is determined by chance even though accompanied by some skill.
The key determiner will be the system for awarding the prizes and the particular jurisdictional rules that will apply where the player is accessing the website.
