We run an internet service where a user creates an account using their email address and we send them receipts for their purchases to that email address. We do not sell emails or email any promotions. In a situation where USER A makes a random email (say first and last name) which in reality belongs to NON-USER B, we will be sending emails to someone who technically did not sign up for our service but as far as we know it is their contact email. What are we legally required to do when contacted by NON-USER B?

Apologize and take them off your list.
When you sign up a new user, why don't you send a confirmation email to that email address? "This email address has signed up for a new account at abc.com. Please click below to confirm that you want this new xyz.com account and that the request has come from you. The new xyz.com account won't be opened until you confirm it and this link will expire in 48 hours."
Seems a simple protection to implement. Won't that get rid of your problems?
