Can I sue a cell phone company if they violate my contract

Since you haven't told us how you think they violated it, and what the contract says, there obviously is no way to answer you. Bear in mind that if you file an improper suit, you can be sued for their legal fees.

I should note that every major cell phone company has a mandatory arbitration provision in their contracts which bar most suits, and your violation of that would very likely cause you significant and expensive problems.
