Monopolys with utility companys
what are the steps I need to take to get a law changed to keep what is in effect a monopoly from a utility company lifted?

Your question really doesn't have enough detail for a very good answer. But basically, you start by contacting your local representative in the Georgia legislature and asking him or her to propose a bill to change it. If you are a competitor, or would be competitor, or a consumer being hurt by illegal monopoly practices, you may be able to bring an antitrust suit under state federal law. But, a lawyer would need much more in the way of detail to figure out how to go about it.
