Obstruction of an officer/Not obeying ped. rule

My cousin was arrested and charged with obstruction of an officer. An officer was coming to him and he got scared because he cannot speak any English so started running. They caught up with him so brought him a psychiatric hospital because he started acting bizarre. The doctor cannot find anything wrong with him so he got transfered to the city jail and we bond him out. He have a hearing set on the 24th and we are thinking about juts pleading guilty since he did run from an officer. What does pleading guilty to Obstruction of Justice consequence to? Please advice. Does he have to go back to jail? He is kind a very sensitive. He does not have mental problem but he does not talk to people. Thanks
