Personal Mail at Work
a letter addressed to a co-worker was as follows

c/o ABC company
123 first street
atlanta, ga 30004
does the employer have the right to open this mail? If not what are some recourses?

If the mailpiece was otherwise unidentified [no 'personal' or 'confidential' label] then because it was sent to an employee at a business address the company may assume it is business mail in which it has a legitimate business interest, and open it.
The remedy is to be sure personal mail is not sent to the office.
