Legal Question in Constitutional Law in Georgia

As a resident of the Atlanta Metro region, I am concerned about the constitutionality of the current transportation bill. The bill states that non metro regions can keep 25% of their taxes raised locally, but the Atlanta Metro only keeps 15%. The needs of the Atlanta Metro (referred as AM after) are far greater, and the state is even dictating how this money can be used. My question is this a violation of the "equal protection" clause of the 14th amendment. There is a racial component to this which would be provable I think. It just seems like we are not being represented equally under the states authority.

Nothing in the equal protection clause requires government to make wise decisions or to fund projects across the state in equal amounts.
