Construction Contract
Contract for finishing basement. Payments made in advance of work phases. Paid initial payment and phase one completed. Had financial issue and could not pay phase two as planned. Contractor filed suit for work he has not completed. Am I obligated to pay him even if he hasn't done remaining work?

You reference a contract - we do not have it and you did not tell us what it provides. Therefore, any response about what you might owe is not possible. Generally, a contractor is entitled to, at least, work completed plus damages for lost profit.
