Home Contractor

I am having my home rebuilt due to a fire. The contractor has missed two promised completion dates and now hands us a bill for extras, saying we requested things that were outside of the budget. Many of the things listed they told us they could do as upgrades and be covered by the estimate they gave our insurance company. My question can we bill them for each day missed of the promised completion date? And how do we dispute this new bill they are trying to stick us with?

You fail to refer to the terms of a contract, which is an absolute necessity for building a home. Changes are dealt with in writing, with change orders. Many contracts have penalties for contractor delays. An estimate is generally not a contract (though it can be incorporated in a binding contract). "Promises" and contracts are not the same thing, so we can't tell what that means. The list could go on.
