Responsibility depends on many factors. Did the contractor build the wall before the property was sold to the owner? Did the owner hire the contractor as an independant contractor and then tell the contractor where to build the wall? For a preliminary investigation, you will need to contact the code authority in your county and find out who took out the building permit, who planned the fence and when the property was in the possession of the respective parties.
