Roof felt installed vertically instead of horizontally

A roofer recently installed a new roof on my house. Over the garage area, the felt was installed in a vertical direction, overlapped 2'' in some places, 8'' in others, and was tucked in, half way down the slope, rather than flowing straight from top to bottom. The county codes and manufacturers' directions (2 companies) instruct that felt be installed horizontally, parallel to the eaves,from bottom to top,and overlapped.Every builder/inspector initially tells me it should be horizontal. Some people are firm; some back down. Both companies wrote letters that they will still WARRANT THE MATERIALS, even though the felt is vertical. I understand that it is just a matter of time until leaks occur due to incorrect installation. The roofer claims it won't leak and HIS warranty will cover it if it does.Since I caught several problems during the unsupervised job, & he just installed my neighbor's roof, which has already leaked in 4 places & has not been resolved, I don't feel secure with that.He refuses to redo it. He says felt isn't important once the shingles are on. I haven't paid him,but want to settle this.What do you recommend?He threatened to sue and bill me for his lawyer. What are my chances? Would the code override the letters?

You would need to look to the terms of the contract and the warranty. I would advise you to retain local counsel to at least review your case and determine potential causes of action.
