A bad used tire

I purchased a used tire from a used tire shop in GA. I went out of town and the tire continously went flat. We found out that the tire was plugged while we were purchasing a new tire in Florida (we advised the person we were going out of town). I took the tire back and was unhappy with the outcome. They wanted to replace the used tire-which I don't currently need. The owner has failed to call me back, as requested. The managers/workers are refusing to give me my money back. They want to give me another used tire when I need it. What is the law or ordinance governing the used tire sector? Is there anything else I can do or do I have to accept what they are offering-another used tire when need?

You failed to state what the return policy was, or the terms of any warranty, when you purchased the tire.
