I bought a car that I was told was new but had been sold to someone else and returned. What is the standard, in Georgia, for "used car" ?

Typically, under 1,000 miles is considered "new" in Georgia as long as nothing is wrong with the car. You were likely given a Carfax report stating that the car had been previously sold to someone else.
