Legal Question in Consumer Law in Georgia
business transaction
I entered into an agreement with someone to buy 28 fishing reels. I sent him money through Paypal and payed with Visa. He sent only 20 reels and said he would not send the other reels because he felt he was getting a raw deal. I got Visa to charge back a portion of the money that was the fair market value of the unshipped reels. He said he was going to sue me. Does he have a case?

I doubt he has a case. In fact, it seems that YOU may have a case. However, it depends on the wording of whatever agreement you two entered into. Consult with a local attorney.
