Do I have case
I recently (January 08) had major brake work done on my vehicle. Today, October 3, 2008 I was in a car accident because the car would not stop, the brakes failed. The police stated that I do not have a case because in fact the car did stop, but I told him the car only stopped AFTER I hit the vehicle in front of me. I would like to know if I have a case.

It's not up to the cops to decide whether you have a case. They are not lawyers. Consult with a local attorney.

Police have broken the law if they attempt to give you legal advice. A lawyer would need more information to assess your case.
