County Water Dept left water one, house is flooded
I recently requested new water service with Gwinnett Co. They came out and removed the lock from the meter. However, they open the valve in unoccupied house. I went to the house to change the lock today and found the house flooded. When I was cleaning the sheet-rock, fallen off the ceiling, the neighbor came and told me when he saw water coming out of the house. I want the county to pay for all repair.

You fail to state how the county was negligent. If you ordered water service, YOU should have made sure the house was ready or made arrangements to be present when it was turned on. You may want to repost with additional facts as to why you believe it was their fault.
