I financed a vehicle last week from a car lot and paid a $1500 down payment. Now the bank that financed me is telling me that they might not be able to approve the loan. If they don't will the car lot refund my down payment?

You will have to: (1) find another way to pay for the car; (2) return the car and go somewhere else; or (3) try to get a less expensive car so that any financing will be approved and see if the downpayment can be applied to the new car.
The car lender may charge you a fee for reasonable use of the car while your loan application was pending. I do not know how much of a down payment you made, but this fee for use might be deducted from your down payment.
You made a big mistake many people make. Never do a car loan at the dealer and drive off in a car. You either want to get preapproved at the bank, or if you finance at a dealer, leave the car there until they approve the loan.
At this point, unless you find your own loan, you have to return the car, and likely owe them for use of the car, depending on the language of your contract.
