Is this fraud?
had carpets cleaned. 3 weeks later receive a card i(return to sender) in the mail with my return address handwritten and addressed to someone I don't know. Opened it and it is a card to this person telling him how happy I am with my carpet cleaning from the carpet cleaning company, but signed by me. What kind of action can I take?

Contact the person who was supposed to get the review and tell them. You might want to also contact the local BBB. You could contact the local police about the signature, but don't be surprised if it is not pursued since there really is no apparent damage to you.
