Legal Question in Consumer Law in Georgia
A garbage company bought out my former collecting company. I called and sais I did not want their service. I have hired another company. The company who bought out the first provider is now saying they didnt get my message to cancel and want to bill me for service I did not agree to or use. Can I refuse to pay them?

Sure. I assume you didn't do something foolish and call or email but actually sent a written notice and kept a copy. Remind them about that piece of paper and tell them to get lost, and leave a negative report about their business practices with the Better Business Bureau and the county regulators that allow the company to operate.
