Is it illegal to provide a service (plumbing repair) without providing an estimate, after a customer asks for an estimate prior to the service?

If the customer wants an estimate the customer can insist on one before the plumber starts. The legal system is not a substitute for handling one's one affairs and responsibilities.

It's legal. And had you actually wanted an estimate, you would have not let them start without one.
