Legal Question in Consumer Law in Georgia
improperly charging?
How can I found out if it is legal in my state (GA) to charge tax for labor/services? I do not do this but know other businesses that do, including tax on shipping & handling. Am I wrong to NOT charge tax for labor, S&H?

Your question is far too inspecific for anyone here to answer. Georgia does tax many (but not all) services, and handling charges on mail order are subject to tax. The state department of revenue can answer more specific questions and you can call them with details.
