Is it legal for a tow truck driver to give a one rate, then about a week later tack on a new rate, then the very next day I call and a different person answered and give me a totally different rate?

Unless you have a signed binding agreement in writing, they can give you a different oral quote every 5 seconds. Obviously you have found a sleazy business, and since you know they're sleazy, why would you even consider hiring them?
