Motel reservations
Is it legal for a motel to charge your credit card for a room you reserved if you were unable to go and did not call and cancel it?

Yes. It is immaterial to the motel whether you used the room or not. By reserving it and not cancelling, you effectively prevented the motel from renting the room to someone else.
