Open up several packages of oatmeal and had a lot of live bugs, the box expiration says 2011 Can I sue the company or the vendor where I purchased it from?

You failed to tell us what your damages are? How were you injured? If you think this is a lottery win and you get a big check because you found something in your food, you are wrong. Take it back to the store and get a refund and coupons. The manufacturer may also offer some coupons.

Unless you ate the bugs and got seriously ill or died, of course not.
The store will be glad to replace the box or give you a refund. Or call the company and they'll send you a few coupons.
