Legal Question in Consumer Law in Georgia

Paid upfront for services I did not receive.

I paid a tax appraiser for an appraisal to refinance my house. He has taken 2 months and has not finished. I paid him upfront. The mortgage company is going to drop my loan. I have already paid them for 2 extensions due to his failure to comply with their request.

I would at least consider suing him in small claims court for his fee plus the cost of the two extensions. Consult with a local attorney.
