The power company cause a power surge that burned out my kitchen appliances. Are they responsible for damages?

How did the power company cause it? How do you know? If the power did something negligent, you may be able to assert a claim. However, power surges are somewhat normal and can be caused by many, many factors beyond the control of the power company. They then are usually responsibly only to the point of the meter. That is why we have homeowners insurance and surge protection.

As a general rule, no. That is why you buy homeowners or renters insurance (which will cover such things), and use surge protectors. Assuming you have insurance, file your claim.
