privacy law

is there a privacy law to protect debit card holders. i.e. can a merchant inquire the name on an account number of a debit card used at their store

They can ask for ID, and account name, or they can refuse to do business with the customer. They are handing over goods or services, and they certainly want to make sure the card is valid and the customer is authorized. If one wants "privacy," they can use cash.
