Legal Question in Consumer Law in Georgia

I purchased a car in August 2007 from a dealer that never passed emissions, afetr several attempts to get my money back or get the car exchanged the dealer stated that he would not give me my money and after a FEW more payments he would put me in another car. I filed a complaint with the Used Car dealers Board in Georgia which fined the dealership. I am an active duty soldier and told the dealer that I would files a complaint with the BBB as well as the State Attorney Generals Office. Since then, I have filed complaints with both yet the dealer who was proven to be in violation is seeking to repossess the car, what recourse do I have seeing that this dealer has over $ 9000 of my money and I have a car that cant be driven for failed emissions. Fortunately I have been deployed but I will have this problem to deal with upon my return,
